"Russia’s New President: Foreign Policy Priorities and Nonproliferation"

(Informal debate at the margins of the Security Index journal)

GENEVA, MAY 5, 2008. "There is no alternative for Russia, except being a Great Power. It is a matter of survival of the nation and there is full foreign policy consensus on this issue. However, the strategic options for achieving this goal remain open," – Dmitry Polikanov, Editor of the Security Index journal (intl. edition).


On May 5 the Centre russe d’études politiques (CREP) and PIR Center held a roundtable discussion in Geneva. The event was devoted to the problems of foreign policy planning under the new President of Russia Dmitry Medvedev.


The seminar took place at the margins of the Preparatory Committee of the NPT Review Conference. Therefore, beside general deliberations on Russia’s external strategy, PIR Center President Vladimir Orlov and Editor of Security Index (intl. edition) Dmitry Polikanov focused in their presentations on the issues of nonproliferation, disarmament and Russia-U.S. relations.


In the course of debate, the participants shared their views on further development of CREP and the PIR Center and commented on the editorial policy of the Security Index journal. Among other issues, the current and potential readers of the journal were informed about the contents of the coming issues, in particular about the planned publications on multilateral approaches to nuclear fuel cycle development and Russia’s policy in the area of peaceful nuclear energy uses.


According to Dr. Orlov, “one of the priorities of the Russian foreign policy will be aggressive marketing and promotion of achievements of the domestic nuclear energy sector, notably in Asia, Central and Eastern Europe, and other markets.”


The roundtable was attended by CREP members and invited guests, including permanent representatives to the United Nations and international organizations in Geneva Amb. Dayan Jayatilleka (Sri Lanka), Kari Kahiluoto (Finland), Johannes Landman (the Netherlands), Isaac Levanon (Israel), Amb. Aymar Durant de Saint Andre, diplomats from Azerbaijan, China, Croatia, India, and Russia and other experts.
